can't resubmit photo

I submitted a photo of Sunglasses' character by actor David Sederholm  for the movie The Hunt for Red October (1990)

but it was declined due to Title Link Addition -  Reason Does not meet contribution guidelines.

I tried to resubmit but the Add Photo button isn't there, It was a small cameo appearance

I also submitted a photo of David Sederholm for Mama's family [link=tt0640596]  for character Mel, which was accepted

why did the add photo to Sunglasses disappear and how do I resubmit a photo of Sunglasses?

it was there before.
