This doesn't make any sense to me and I have been contributing to IMDb for decades at this point. How can an uploaded image be approved and yet be declined

Once again, your guidelines for declining an item or contribution LITERALLY ARE NOT HELPFUL.

I can't find this image in the respective gallery. On the other hand, I have the same damn status with the following contribution and I can find this one in the image gallery.
