fan upscaled images, fan recreation?

what imdb thinks about fan recreated images?

there is a real cover which roughly looks like this. but this exact image has paper texture erased and replaced with a flat colour, the painting part is upscaled,

contrast is super high up, saturation is super high up. are such garish upscales go no go?

@mrsflamingo​ for the entirely fan made crap it's in the rules, and it was discussed here for years

this is a question of how much restoration is allowed. like is it okay  to remove a hole? which upscaling is okay? always nearest neighbour or bicubic too? in which cases? pixel art or normal picture? taking a screenshot is already basically an upscaling since the screen is FHD and say DVD is 480. is it a matter of taste? or of the texture?
