Perhaps these help pages need updates.

The Ratings FAQ under "How do you choose which review is displayed on a title page?" links the words "these criteria" to the following page, which mentions no criteria:

Another page says the featured review is "selected from among the most useful reviews." I doubt this is still true since the other pages didn't mention it and many featured reviews have many downvotes.
