MDWild: The starting point is that the actor needs to have a credited job in a title that is listed, or that is being submitted to be listed, in IMDb.
If the film/TV show/etc. that the actor appears in is already listed in the database, you can submit them to the Cast listing. Once that person is accepted into the Cast listing, a name page will automatically be created for that person.
If the film/TV show/etc. is not listed yet, you can submit it, and while you are submitting it, you can add the person to the Cast listing. Once the title is accepted and the person is accepted into the Cast listing, a name page will automatically be created for that person.
In either case, during the submission process, you will have to acknowledge that the person is not listed and is new to IMDb.
Side note: If the person is already listed in IMDb for working in some job other than an actor (examples: writer, director, producer, etc.), then their name page will continue to be the same once they start having acting credits listed. They won't get a separate name page for being an actor.
