Photo manipulation/adding stuff to photos

I couldn't find it in the guide, but I thought that manipulation of images/adding stuff to pictures is not allowed. If this is so, could this be added to the guide please? In the past I've seen photos with English subtitles while there weren't any in the original picture. Unfortunately, I don't have any examples of that. Can a staffer look into this and clarify the policy please?
