It's completely comprised of a Turkish TV series called "Waiting for the Sun" (https://www.imdb.com/title/tt3052000/?ref_=sr_t_75) that itself only has 7.1 overall. Each episode has a 9.8 with exactly 4700 ratings. Seems highly suspect.

Our voting system already detects and defeats attempts to stuff the ballot and skew the rating, as demonstrated by the difference between the weighted average and the arithmetic mean on the vast majority of titles in the database.
