reasons given for declining a contribution are not helpful

This in fact is not a reason at all. I have read the contribution guidelines and it says nothing about being given the ability to report an image as a duplicate but not actually being able to use it.

I have complained about this many times before, but nothing changes. The only sort-of helpful response I've seen in the community is to try resubmitting the contribution.
