Review declined reasons way too broad: "Does not meet eligibility criteria"

Why not have a finite set of evaluation criteria and provide feedback on what was lacking or remiss. The feedback is "Your contribution has been declined.Please review our submission guidelines."  It points to exhaustive general IMDb guidelines rather than  User review guidelines, and if you can find the  User review guidelines, it is unclear which of these "eligibility criteria" were not met.

Therefore, I have no idea why my review was rejected, so I can't edit it to conform to the criteria or guidelines.
