Revisiting uncredited voice roles

It seems we need to revisit the issue of uncredited voice roles, as two problems have turned up. A while back, IMDb revised its policy of not allowing uncredited voice roles to be listed, noting the effect this would have on many animated films such as Disney's canon, as well as taking an axe to filmographies such as Mel Blanc's. But now I find that when I recently tried to edit (250915-083345-822000) the cast for The Hick Chick (1946), not only were the seven cast entries not revised to uncredited, they were actually deleted entirely. This makes no sense; if reliable contributors can provide the uncredited cast, IMDb ought to want that data. Second, there is the issue of uncredited offscreen announcers for programs including talk shows, game shows and other generally nonfiction titles. While some announcers appear onscreen and are often identified routinely, in other cases they rarely if ever appear, and are only occasionally identified in end credits. I recently submitted a large batch of revisions to note that an announcer was uncredited on numerous episodes, but all were rejected; this doesn't make sense to me, and I don't believe that either listing them as credited on an episode when they weren't or refusing to list them at all for episodes where they were uncredited are good choices. There needs to be some leeway on this issue.
