Still Image rejected?

https://www.imdb.com/title/tt1551692/ #240901-195741-248202 rejected for poor quality. Live action camera frame image. Would someone review this and hopefully approve it? Episode was from January of 1998 so it is very old technology when it appeared on TV.

@Michelle I see now I put the wrong reference, correct one is #240903-203943-252402 and still not there (image of young man running up a hill besides concrete stairs). It is the shot used by the series for that episode.
