The curious case of the publicity photo which is actually a poster

Hullo, I tried uploading a poster for the series "Catch You Later" but it got denied for some reason (#250515-105635-152102). The same day, however, someone uploaded the same exact image but labelled it as publicity (https://www.imdb.com/title/tt35822329/mediaviewer/rm2133100290/). Now, this is plainly wrong and that picture should be marked as a poster both because it is a poster and so that it can be the primary image for the title. I've tried uploading the image again as a poster but so far it has not been accepted (#250517-010119-318302). Best wishes!
