Oprah: Anyone can submit a new title to IMDb, regardless of whether they have any involvement with that title or not, and the title does not get "attached" to the person who submitted it.
The exception is that if a title is still in development (that is, not yet even at the stage of pre-production), only IMDbPro users can submit the title. But even in that case, any IMDbPro user can submit it, and the title does not get attached to the submitter.
