90s Anime or Cartoon

An alien, teenage prince that looks human, is the only one that can wear a special glove. One ability of the glove is can slice through wood, possibly other materials. Anyone else who puts on the glove gets their hand all mangled up. During an episode, the prince is escaping an underground human military base (think Area 51-ish). While escaping, the ground surface of the base collapses dosn into the base.
