cannot recall a movie name

between 1981-1991 I've seen a crime/comedy  about a guy and a girl, probably some small criminals who came to conflict with some  terrorists (probably Iranian) about some case with money. A policeman follows all  of them. At the end, the main terrorist, being surrounded by a crowd,  takes the girl  as a hostage. Her friend come unarmed to terrorist and tells him something like  "You know, something is completely wrong with my life". The terrorist releases the  girl and shouts himself. The police officer leaves them money. End.
