Christmas movie with street decoration completion and woman hides neighbours decorations in her garage

A single woman (spinster?) regularly wins their street decorating competition but this year she know she has strong competitors and takes to stealing their decorations in her garage. Her cheating is discovered after she is announced winner at a Christmas party after the garden lights go out and one of the neighbours goes into her garage to reset the tripped circuit.
