Dominic Lanse in Flash S04E09 resembles Tim Drake of Titans 3

In Flash S04E09, Dominic Lanse ... the meta-human with telepathic abilities, that got shot in the head by Emulet and then Caitlin operates upon him ... looks like Tim Drake of Titans 3 at places. But Tim Drake is played by Jay Lycurgo, and Imdb tells that Dominic Lanse is played by Kendrick Sampson. Anybody else noticed that resemblance? Any explanation? Thanks
