Early 1960s B&W Film Title?

Hello & wondering if anyone can help me please.

 

For many years I have been trying to find this film's name. It may be a foreign film which makes it so very difficult to find. I can only provide the following scant details.

 

(a) It is/was an early 1960s comedy film in black & white about robbing a bank with a tank where when the tank enters the bank, it is unfortunately so heavy that the floor caves in & the tank falls into the basement preventing it from doing the job intended???

(b) in one scene there's a guy holding a newspaper with two false hands & pick-pocketing with his two free hands until someone in the street notices & sets fire to his newspaper

(c) in the getaway they are blocked on a bridge with sheep & jump into the river

 

At the time found it very funny. I always thought it was a British film but it may have well have been continental (French, Czech, Hungarian, Yugoslavian) & dubbed just to add to the complexity of trying to find the name

thanks Nectrus so very much for this...yes this is the film 'Rotten To The core'...Some film buffs & myself tried to find but just couldn't. Also my father who is 92 years old also wanted to know the name of it. A very funny film & one we only ever saw the once but never forgot it. Amazing. Much appreciated. Cheers Ron
