Find a horror series

Hello, I am trying to find a series based on an apartment block in America. A man is murdered and a resident films this, uploads to social media and states that he deserved it. The poster is harassed and ends up setting herself on fire in the courtyard in front of her children and partner.

The partner becomes mentally unwell and the teenage children look after her. The next door neighbour is a teenage girl who is the friend of the children. Turns out the brother of the two is murdering people and keeping the bodies in the basement?
