Find film based on true story

Can anyone give the title of a film based upon true rape of a number of women in America, I can only describe the place all lived in was what we in the UK call flats but over there I've heard apartment blocks used. The one who did the crimes lived in the same complex and was a man who had his own family, all the women survived. A man and his wife were new to the area, and he ended up being one of those behind finding who did the crimes moved to the same place. The place wasn't the only place he committed the crimes, he was found to have done it in another part of America before moving to the place he was caught. I can't remember the team's name, but he supported a team with bear in the name, or they were nicknamed with bear being part of it. I can't remember anything else other than the only time I saw the movie was when True Movies and other True channels were on and replaced after a some time by Sony Movies which is now Great Movies. Furthermore, I hope someone can help with the title, it's like something nagging you until you have the answer.
