Find the name of a B movie

This movie was made in the late 1930’s or 1940’s and was most likely a musical. There was a scene that lasted around a minute or so of a man hopping or jumping all over his neighborhood. It used some basic special effects to accomplish this which IMHO were fairly creative for that era. Does this scene ring a bell for you?
