Help finding a cop movie from 80s/90s

Hello, I am trying to find a movie that I watched when i was a kid. Here are the details that I remember:

*movie is from late 80s or early 90s

*it is a cop movie

*cop is a black cop and works alone (no partner)*pretty sure there are at least 2 movies with same character, but I believe it is a trilogy (but I am not sure).*cop is not a known actor (not Denzel Washington, Lawrence Fishburne, Wesley Snipes, Samuel L Jackson).*in all the movies there is always a scene where he is in a cop-hostage situation, and the bad guy is also with a bike helmet. Also, cop always shoot in the head and hit flawlessly. *it doesnt seems to be a hollywood movie, but it is an american movie for sure. Sorry the lack of details, it's been at least 30 years that watched this.
