Help identifying this movie

Probably a military movie but it could be post-apocalyptic, Mad Max style. A heavy vehicle starts to roll back downhill, with soldiers/gang members trying to choke the wheels with small stones until one accidentally gets his arm under the wheel, stopping the truck. Then, an officer/leader cruelly chops his arm to keep the truck that way. I can't remember anything else!!
