Help needed with the name of a TV movie (UK)

Good evening, I'm hoping someone can help me as unfortunately I only have a few memories to go by and Google isn't very helpful! -(possibly) shown mid to late 1990s; -(possibly) shown on BBC; -one of the main characters was called 'Star'; -(possibly the mother) had tattoos, one of which I'm sure was a seahorse; -character with tattoos would leave Star in the care of her sister a lot. That's where the memories end! Hopefully someone can remember the name of the TV movie. Thanks in advance, Dan
