Im looking for a animated girls film I use to watch as a kid so in the 2000s

All I can remember is it’s animated and at the start this girl is on a bus going into this new town and she passes a sign and I can’t remember the words on the sign but I know it was something like lolli ville I think and I know her mum or aunt was the mayor of the town I also remember some flower shop and it was election day I think and they were hanging up decorations. Sorry my memory is very bad but I’m determined to find it.
