I'm looking for an old 90's European Movie

I've been looking for this movie for years.

I have only few details :

- I remerber coming across it at the end of the 90s. I've seen it on a french private TV channel (Canal +).

- It's the story of a boy who can trigger desire of the people with his finger. He does like he can shoot people with it and then, the girls or the people in front of him want to kiss him. I don't remember how he discover this "power".

- The movie takes places in country that looks like East Europe, Italia or Middle East maybe. I can only remember some pictures of the movie.

- I swear, it's not a weird p*** movie ;)

- Maybe it's a short movie, i can't remember precisely.
