Looking for 2 movie titles

1st- a movie about a drug being used experimentally in Europe which has a high degree of success fighting major diseases if used within 24 hours of being infected. 2nd- a movie about the US and I think Russia agreeing to fight a war by sending one of their best to an island to declare a victor but the men agree after fighting that no one really won.
