Looking for a film

I saw a film on holiday about 10 years ago and have never been able to find it.. it’s not an English language film and could be black and white but I’m not sure.

It’s about a man who’s smartly dressed in a suit, has an umbrella and maybe a hat, he’s walking down the pavement and he gets stuck and gradually sinks into a hole until you can’t see him. People are walking past and going about their day whilst he’s calling out for help. At some point someone tries to help him but they’re unsuccessful and give up. Eventually some workmen appear and fill in the hole, and that’s the end of the film.

I would guess it was made around the 50s and I remember the buildings in the background were hand drawn and painted like a theatre sets. Does anyone have any ideas?
