Looking for an obscure/independent/low budget movie about a female vigilante

A few months ago, I came across a full-length movie on youtube about a female vigilante.  I've searched through my watch history to try to find it again, but I can't find it, which leads me to believe that either the video or the channel that hosted it was deleted.  The movie looked to have been filmed in the early 2000s (guessing that based upon the quality/type of footage) as an independent project with next to no budget.  I remember the female lead wearing a white shirt and black jacket throughout most of the movie and had slightly reddish/auburn hair.  During a fight sequence (on a beach, IIRC) about halfway through the movie, the woman was shot from a distance by the main villain.  She survived and made her way to the house of a friend, who mentioned having been in Vietnam, for treatment.

I know the odds of anyone knowing the name of this movie are slim-to-none, but I figured it was worth a shot.
