Looking for movie: B&W British (?) horror b-movie about a creepy wealthy eccentric that tries to buy a younger man's transplanted face

A lot of the movie from what I saw was mostly dialogue driven and in mostly one location, this character making ridiculous desperate justifications to convince this younger man the benefits of swapping his face while doing things to keep him trapped at his macabre mansion while the younger man is trying everything in his power to remain composed and come off polite while trying to find an excuse to leave. The creepy wealthy man kept continuously outsmarting him and calling his bluff regardless of what the young man desperately tried to muster up while running out of ideas.  I'm not sure about this detail but he may have wanted to buy his hands as well. In fact, it might have started out trying to buy his hands, and then progressed to trying to convince him to might as well sell his face too (memory is foggy though, I could be wrong).

About a year ago, I saw it on either a public access station airing of an old "horror host" show from the 2000s (either "The Dungeon of Dr. Dreck" or "Cheese Theater", or it could have been the current west coast "Creature Features"), or it could have been a youtube upload from "PizzaFlix", or just a random youtube upload that auto played after I watched something else. I'm leaning toward it being a public access station's stream that i was watching most likely. Nonetheless, I think the stream cut out and I ended up not watching the whole thing.
