Movie about a paralyzed legs down boy

I can’t remember the name of this movie but for some reason me and my sister both think the tittle involves the word “drummer”. It’s about a boy who’s paralyzed legs down and makes friends with this boy who is colorblind and can only see the color blue (so he only wears blue) and I remember the paralyzed boy having being in the pool with his mother or smth and he almost drowns. I really want to watch the movie but I’ve looked and can’t find it.
