Movie name? 80s film, A homeless man and undercover female reporter, killer on the street, happy ending.

I saw this from TV around 1995, could be a TV film made in the 80s, possibly 70s or early 90s. I have spent several hours trying to find out what the film is ChatGPT did not help. It may be that I don' remember everything correctly. I have no idea about the actors, they might even be famous, but I could not tell.

The Plot: A goodhearted bearded man is/becomes homeless. There's a relatively young female reporter (working for a newspaper or radio), who collects material about homeless people. She's working undercover, hiding she is actually not homeless. In the end the man finds out, but it's a classic happy ending.

There's a younger helpless (newbie) obese homeless guy, moving his stuff on a shopping cart. I think he get's robbed. IIRC, he is wearing blue sweatshirt.

There is a killer in the street. There's a scene where the main character and the journalist are having a conversation in/just outside of a trash bin. They are waiting for the killer. The guy is telling a joke how he became his own uncle or similar. The reporter is laughing, and at this very moment the killer appears.
