Movie title needed - can you help?

I saw a short movie on an airplane. A foreign film with subtitles. Set in an African town (perhaps in Rwanda?) it was about a teenage boy who wants to go to school, but they won't let him in through the school gate without a pair of shoes. He buys a tube of toothpaste and sells squirts of toothpaste and earns enough to buy a pair of shoes. He proudly goes through the gates to enter the school. As soon as he gets inside, he unlaces the shoes and tosses them over the fence to a boy waiting outside. This second boy puts on the shoes so he can also enter the school, and pays the entrepreneurial first boy a small fee. Dozens of kids end up able to attend school using the single pair of shoes.
