Name of Eastern European Movie from the late 90s or Early 2000s about 2 brothers headed down a criminal path?

There's a movie I saw in the late 90s or early 2000s about 2 brothers who were headed down a criminal path. I remember one of them was blonde and brown-eyed and was the younger sibling; he also appeared to be innocent as he was also good looking.  

I'm not sure if it was a Russian movie or any former Yugoslavian country but I do remember a scene where the 2 brothers spy on their parents having sex. Their mother was overweight, had short hair and had a pajama gown on. 

If it wasn't a former-Yugoslavian country, it was definitely an Eastern European movie. 

Does anyone know the name of this movie?
