Name of Irish movie between (90s-2004) where guy has sex/relationship with his cousin? (It's not "Jude" with Kate Winslet)

There's an Irish movie I saw but wasn't sure if it was in the late 90s or in the early millenium. It's not Jude with Kate Winslet and Christopher Eccleston.

An Irish guy catches up with his cousin and they start get closer to each other.

There's a scene where the guy mentions ice skating, and his cousin says "oh, I want to go ice skating" in a flirtatious and romantic way. 

There's another scene I remember where they're at a restaurant, and the cousin says she's going to the toilet, and she tells him in his ear "come with me, boy", and they have sex in a bathroom stall.

The relationship is short-lived and I think the girl is the one who ends it.

There's another scene I remember where that same guy (whether it happened before or after the fling with his cousin) was trying to hit on a blonde woman at a bar (who was visiting Ireland from Canada) but was ridiculing him.
