P.I movie with black leading role and German shepherd sidekick

I'm attempting to remember a movie that was possibly from the 1980's. It was a crime/action movie with a African American leading role. He was a private investigator who was hated by both cops and criminals because he was damn good at his job and was constantly targeted by the mafia and the cartel. There were car chase scenes in the movie with him driving a custom gray Dodge Charger. He also may have had a german shepherd sidekick. Any help on this would be much appreciated!
