Setman - Art Department occupation?

I was just wondering, that what does the ”setman” do in film/tv productions? It should be Art Department related, but perhaps someone has more detailed info? Is it perhaps related to ”contruction crew”, ”swing gang” etc? Basically meaning people how actually build, move, fix and handle the sets (and not ”design” them)?
