Spooky Goth Animated Heroine

Hey. This will be my last post for awhile. Looking for the name of comic book hero/vigilante who had her own animated television series. I wanna say it was on Fox Kids back in the 90s. It had goth undertones and the style of animation was alongside Spawn and Aeon Flux. The character was like a goth Carmen Sandiego with black hair, hat and cape. Let me know if you can give the name of this spooky heroine.
