TV show from the late 70s or Early 80s

Looking for the name of a TV show from probably the late 70s or Early 80s. I can't remeber much of the plot, but was on an Island. There were one or two main villains with long Grey or white beards. They had some sort of tank with a flamethrower. The tank was "disguised" as a dragon. Does anyone know this?
