What is the movie

I'm wondering if someone knows in what (pre-2000, IIRC) movie this happened: A bad guy is being chased by the law, who are closing in. He contacts the mastermind bad guy, who operates secretly in a large (approx. 5 story), old warehouse building. The secretive bad guy is exposed, and he responds by blowing up the whole warehouse and escaping. I can't remember if he's caught.

I vaguely remember something like what you are describing happening in Enemy of the State. Only Will Smith (on the run) and Gene Hackman (hiding out in an abandon building) are not really "bad guys." I also don't remember if the building Hackman blows up was a warehouse or what. This might not be the film you are thinking of, but I wanted to mention it just in case.
