What is the name of a movie (loosely based on the Romanian documentary "Collectiv")?

I can't remember the name of a movie that is (or seems to be) loosely based on the Romanian documentary "Collectiv". This movie I am looking for tells the story of a young surgeon who finds out that sterilization products are being diluted, fills a lot of complaints but finds out that the system is rigged. One of the final scenes shows him washing his hands over and over and over again, before performing surgery. I think it is also a Romanian movie, but it may be from a different Eastern European country. It is relatively recent (late 2010's).
