What's the movie title of the following plot story

The only detail I perfectly recall are those two scenes from that movie. I am not sure about it's exact release date plus it could have been an episode from a crime series (but I tend to believe that it was a movie). Plus it also could have been an European production.

ANYWAY ! I am pretty much sure the movie is somewhere here on IMDb.

Main actor who played the abducted investigator or cop looked strongy similar to Giancarlo Giannini or Tom Skerrit [especially due to the trademark moustache]. The videotaped murder (snuff cassette) featured a young male victim,a dude with liberty spikes. He is kinda try to run away from his captors through the woods but is eventually caught and killed on camera. This taped murder is later re-watched (probably) by the investigator himself. The two villains would kidnap or maybe even lure their victims to some place [I think I start to recall some nuances more cleraly] e.g. like the woods ... in a certain way ... no idea how precisely ... in order to bump them off for fun. I recall that after the main hero got abducted, and while being held captive, one of the kidnappers bring some food to him.
