It's really hard to choose between Scarlett Johansson, Charlize Theron, Kristanna Loken, Carrie-Anne Moss, and Mary Elizabeth Winstead, indeed, but on the other hand, some others like Sandra Bullock, Sofia Boutella, and Emily Blunt are too far from being on this list! All in all, Charlize Theron seems to deserve it more than the others as the best Action Actress in my view...
