I think "best" isn't the best term for the subject. I think there could be better words like "the most accurate", "touching", "impressive", "interesting", ...

The whole things that happened in WWII were so tremendous big and happening global that each movie can only reveal a single aspect or a bunch of aspects of it, but never all of them. It would be a 20 hour movie to scratch on the surface of the whole thing. So I think "best" is not the best term - because of the very different stories that happened in the same time on different continents and countries. Just fyc. ...

In the case of Schindler's List you're totally right. I even think it's the most horrible, terrible, frightening, shocking, and on the other hand interesting, accurate, and heartful Holocaust film, which I ever did see. There are people at the end who really survived the horror and pay their condolence at the grave of Oskar Schindler together with the actors who portrayed them.

But that's the problem. E.g. Downfall isn't, because the term "Holocaust" is only about  the extinction of the jews, planed by the Nazi's. That doesn't happen in Downfall. Downfall is completely centered on Hitler and his last days before he commited suicide. And on his entourage. So the title doesn't really fit. ... or the movie.

1) Taking in to account the special nature of the subject, it would be great to add a few documentaries. (Shoah, Nazi Concentration Camps)

2) I agree with @Breumaster 

3) I would verify that each film corresponds with the definition of Holocaust. The IMDb keyword isn't the best indicator. I have seen Come and See, Downfall, Judgment at Nuremberg and The Stranger, and I doubt they fit that definition. I have Au revoir les enfants in Blu-ray, I will watch it, but I also doubt that it corresponds with the meaning of "holocaust".

Agree! Beside the historic biography movies, documentations would enrich the idea. And with the word "Holocaust" in the title, it has to be linked to the massacre on the jewish people. For example 'Downfall' has very less to do with the Holocaust, because it only sets it's spot on Hitler's last days and the last days of his entourage. It doesn't set the focus on the fate of the many jews who were killed. If you want to keep movies like that on the list, it could be better to change the title and the question to something like " ... WWII ..." or something like that.

I did consider adding documentaries, but there's just too many of them and all with good ratings. You can make a separate poll for them if you like.

"Best Holocaust Movies" sounds thoughtless. It sounds a little like evaluating a sport event or comedy, without any deeper though that it was the biggest human made desaster that happened in the last century. It's like pushing it away like ... it was so long ago, it's over and so we don't have to care to strong about. It's to easy to fit the weight of the Holocaust. It also sounds a little like "it doesn't really touch me." There is something missing, like e.g. "Best Movie About People's Lifes in the Holocaust", "Best Depicting of People's Relations in the Holocaust", "Best View on People's Lives in the Holocaust". "Best Movie About Society in Holocaust Movies" There would be many titles to use, which don't read so cheap. Just my 2 pence. ;)

I think it's true that Downfall doesn't really qualify. Wikipedia says, "Eichinger (the writer) chose not to include mention of the Holocaust because it was not the topic of the film." I don't think Come and See is about Jews, and Holocaust usually refers to the persecution of Jews. I think Judgment at Nuremberg and Au Revoir les Enfants do qualify.
