Precious also was one of the best mother/daughter movies. ... In a bad way! Mo'Nique won an Oscar for that and Gabourey Sidibe was nominated for an Oscar on her role in that movie.

What about Rapunzel and Mother Gothel? https://www.imdb.com/de/title/tt0398286/mediaviewer/rm1715181569/ Rapuzel was adopted and not her biological mother, but they somehow had a mother-daughter-relationship for a long time, while Rapunzel was held in the tower. The mother of Rapunzel was the queen. Mother Gothel was a witch. I don't know, if that's enough for your criteria.
