IMDb's Top 250 was installed in 1996. Therefore, it isn't surprising to see films of the years 1996, 1995, 1994. Back then, the criteria were also more inclusive, shorts were eligible, the minimum number of votes was lower. Films were kicked out of the top in 2012 when IMDb rose the minimum number of votes from 3000 to 25 000. But, other films, like The Passion of Joan of Arc, Tokyo Story, Fanny, and Alexander that have now reached 25 000 votes, have also been excluded by this rule. All these films were replaced by others. The Top 250 has changed a lot in 25 years. The consequences of these changes are so many and varied that my knowledge of English isn't sufficient to describe them. In brief, comparing years without any filters is irrelevant.
