I tried to make compromise. Theoden has 4 quotes, Gandalf has 3, the remaining fellowship members have 2 quotes, except Merry and Pippin, who had to be cut down to 1 quote to keep the number of quotes permitted and not too high. Gollum has 2 quotes, and any other important character has 1 quote.

It's great that you added a link to the first poll, but you don't have to mention which quote is in the lead as the result may change.
For Legolas' quote in #14, I think you're missing:
"Shall I describe it to you? Or would you like me to find you a box?"
