@Aris_Athanas ,
There are currently only 7 choices in your poll. If you are accepting more than one suggestion per person, may I humbly suggest:
Igor (Marty Feldman) from Young Frankenstein (1974)
https://www.imdb.com/title/tt0072431/mediaviewer/rm2858665728
I think that's the best suggestion by far! Marty Feldman as "Eye-Gore" (Igor) was such funny, I can instantly laugh out, when I think of him. To bad he already passed. I suppose, he would have made many more funstuff. Gold!
@Aris_Athanas ,
For your consideration:
Wilbur Gray (Lou Costello) in Abbott and Costello Meet Frankenstein (1948)
https://www.imdb.com/title/tt0040068/mediaviewer/rm3695777537
= = =
Moe Howard, Larry Fine, and Curly Howard in Spook Louder (1943) https://www.imdb.com/title/tt0036381/mediaviewer/rm2372842753
= = =
Oliver Hardy and Stan Laurel in The Live Ghost (1934) https://www.imdb.com/title/tt0025413/mediaviewer/rm2032645889/
Thank you. Aris, may I still change my choice? I remembered a better candidate foor my best silly horror character. It's Herman Munster from "The Munsters" a 1960s TV-series, which I always watched when I was a kid. I think Herman Munster is the ultimate epitome of sillyness in horror movies/series. An archetype of monster comedy.

Schlock, the ape. John Landis, the director got into a costume and played one of the last seriously horror characters: Schlock
The movie was cult at its time:
https://www.imdb.com/title/tt0067716/mediaviewer/rm3662066433/
In 'Rubber' a killer tire named Robert killed people in a not so seriously way. The movie is absolutely absurd, but yet one of my favs:
https://www.imdb.com/title/tt1612774/mediaviewer/rm307567360/
Honorable mentions:
Beetlejuice
There are a few silly characters in Arac Attack
Uncle Fester, Lurch and the cold hand in the Adams family
The Killer Clowns From Outter Space
Chucky
Leprechaun
Gingerbread man
The turkey from Thankskilling
The killing tomatoes from Attack of the Killer Tomatoes
The Blob
I guess we could find a few hundrets. There is no genre like horror, where simple fails can reveal a character as totally silly. There is one left, I would also pick for the list:
Timothy Balme as Lionel in Braindead, ... if that guy isn't silly ...:
