PS: Greatest Targaryen the "World of Westeros" Has Ever Produced? (Not Ready)

(I have almost finalized the answer pool based on the known period rulers, princes & princesses of Dragonstone and other royal heirs provided by the Game of Thrones wiki, House of the Dragon wiki and the Wiki of Ice and Fire websites. I will update with in-character images, as they become available from the HotD series run.   

The optimal combination of qualities required to be a great leader is something everyone has a decided opinion on. The Game of Thrones franchise has delivered a few characters that have excelled in measuring up to anyone's standards, regardless of their personal benchmarks. Likewise, when objectively measured against the same slate of leadership qualities, more than a few franchise characters have failed miserably. In certain situations, some might even argue, not leading is what can make a leader great. Those who know when to step aside, that place the needs of the people over their own personal ambitions, that command universal respect, that have faith in others and can make the right calls under difficult circumstances are just a few qualities that make a leader truly exceptional. While, there are some consensus "Game of Thrones" franchise great leaders. The next tier of more subjective picks seem to fare more on how each trait is valued and their perceived successes as viewed by those doing the selecting.

In your opinion, which of these depicted individuals* is the greatest actual or potential leader that House Targaryen has ever produced across the entire World of Westeros franchise? * answer pool is limited to Kings, Queens, royal claimants, Targaryen house heads, regents, those next in the line (1st or 2nd) of succession or any other viable Targaryen-connected Iron Throne aspirants (by birth and blood of the dragon, excludes by marriage only)
