Error 403 page - can not check submissions and title change did not go through.

Hi Everyone,

I still have issues with this title. The writer changed the title and I submitted it but it never came through. It gives a 403 Error. Also, some earlier submissions do the same for this title and can not check them.

How can I change the title?
